possible to reduce them into writing my views as to the rela- -tionship which exists between the Chief Justice and his Registrar. The Registrar is the Executive Officer of the Court of which the Chief Justice is the head. For many reasons it is necessary that the Registrar should act in all routine matters on his own responsibility, and he must also conduct routine and general business correspondence on his own responsibility. As this correspondence must be with the Colonial Secretary, the Registrar has been given the status of Head of Department, without which status he could not by the rules of the Service correspond with the Colonial Secretary. This carries with it the dignities which are appurtenant to the position of an actual Head of Department. But the responsibility is a delegated responsibility, the authority a delegated authority, both ultimately residing in the Chief Justice. There are many other details which follow from this, which it is unnecessary to particularize. The fundamental point, so far as the present issue is concerned, is that the Chief Justice has a right to know how the Registry, which depends from his Court, works, and if he is dissatisfied in any particular, has a right to report to the Governor on the subject. I have no doubt that you will at once subscribe to this view, in which case I shall request His Excellency to cancel the correspondence which your previous minutes have necessitated.
